When applying for a passport of the Republic of Serbia, the requirements are as follows:
- Birth Certificate of the Republic of Serbia issued not earlier than 6 months prior to the date of passport application;
- Citizenship Certificate of the Republic of Serbia issued not earlier than 6 months prior to the date of passport application (Citizenship Certificate).
- An identity document issued in Serbia or Montenegro (Identity Documents)
- Resident permit from Norwegian authorities;
- 2 completed and signed application forms;
- completed and signed passport request form;
- 3 passport-size photographs;
The application can be submitted only if the applicant has resided within the consular jurisdiction of this Embassy for a minimum of three months.
Citizenship Certificate can be obtained at the Registry of Municipality in which the applicant has been entered in the Register of Citizens of the Republic of Serbia. The Certificate can be obtained by contacting the Registry directly, through a family member, relative, solicitor etc. who reside in Serbia. This method is much quicker than applying through the Embassy.
However, if the applicants are not able to obtain Citizenship Certificate in the above manner, they can apply through the Embassy. The applicants should fill out an application form for Citizenship Certificate and pay the consular fee. The Citizenship application is then forwarded to the appropriate Registry Office in the Republic of Serbia. The Embassy is not in the position to influence the length of time the Registry Offices might take to send back their reply.
A passport application can be considered only upon receipt of the Citizenship Certificate.
Applicants entered in the Registers of Citizens in municipalities in the Autonomous Province of Kosovo and Metohia can obtain their Citizenship Certificates from the following Registry Offices:
- for Pristina, Podujevo, Glogovac, Obilic, Lipljan and Kosovo Polje - the Office of Municipal Government in Nis (tel. 018/511-746);

We would like to point out however, that holders of the passports of the Federal Republic of Yugoslavia (blue cover) can submit applications for a new passport without the Citizenship Certificate.
Identity can be established on the basis of the following documents:
- passport of tile SFRY (red cover), passport of the Federal Republic of Yugoslavia (blue cover);
- the personal identity card issued in the Federal Republic of Yugoslavia, i.e. Serbia or Montenegro.
If used as proof of identity the above documents do not have to be valid.
- a drivers licence issued in the Federal Republic of Yugoslavia, i.e. Serbia or Montenegro can also be used as proof of identity, however, it has to be valid.
If the applicant is not able to submit any of the above documents, identity can be established on the basis of statements made by two witnesses.
The witnesses have to be holders of valid passports of FRY (blue cover) or valid personal identity cards of FRY, i.e. Serbia or Montenegro. They have to sign a statement at the Embassy confirming the identity of the applicant.
If the identity cannot be established in the manner described, in certain cases the Embassy would allow for a possibility to establish the identity of an applicant in another appropriate way.
The above is then forwarded to appropriate authorities in Serbia and Montenegro for verification.
With enclosures stated under "Citizenship Certificate", "Identity Documents" and "Resident Permit" the applicant has to fill out 2 passport application forms and enclose three passport-size photographs.
If the previous passport was issued at the Embassy of the Republic of Serbia in Oslo, the new passport can be issued within 7 days.
If the previous passport was not issued at the Embassy, the approval to issue a new passport has to be obtained from the Ministry of the Interior of Serbia. The approval procedure can take from 2 to 8 weeks.
Upon ascertaining whether any legal impediments exist for issuing a passport, the Ministry of the Interor informs the Embassy that the passport application has been approved, or points out the grounds on which an application has been rejected.
The Embassy is not in the position to influence the length of time the Ministry of the Interior might take to complete this procedure and send back their reply.
If the application has been approved, the Embassy can issue a passport within 7 days.
